He is a two time major victor and has a lifetime exemption for the PGA Championship following his 1991 triumph at Crooked Stick.
In spite of the abundance of talent in the professional game, McLaughlin said Woods, who he first met when he was a 13-year-old kid from Southern California, was a one of a kind.
Woods, however, made a short, sharp comment when asked about Daly's use of a cart, which has been whipping up a storm in America.
"As far as JD taking a cart, well", Woods said Tuesday.
"I think he's particularly focussed on Snead's record, which is a milestone in anyone's career", said McLaughlin, who also manages the World Golf Hall of Fame.
"We supply the golf cart for him along with a number of rules of what they can and can't do with that golf cart". He will be the first player to use a cart since Casey Martin, who was born with circulation problems in his legs, in the 1998 and 2012 U.S. Opens.
Woods famously won the 2008 US Open with a stress fracture in his left tibia and a partially torn ACL in his left knee, but Daly wishes he had "all the facts".
"He got his fixed for some reason", Daly said.
"Osteoarthritis is a tough thing, brother". It's painful as hell is all I can say. But my situation is totally different.
"Going into the Masters, I felt that my swing had finally turned the corner because I was trying to make sure that I could hit a high draw and call upon it with a driver, 3-wood, 5-wood, any club in the bag".
Martin sided with Daly, saying, "It seems like the PGA of America handled this correctly", Martin, now the golf coach at the University of OR, said.
Last year Daly tweeted to say that he withdrew from the US Senior Open due to the condition, after his request to use a cart was denied.
"[I'm] a little frustrated sometimes just because I've had quite a few chances [to win a major] and I've felt like a few of them I really didn't do anything - I played well", Johnson said. "The Black Course is an extremely hard course which we recommend only for highly skilled golfers".
Haigh admits there will be some places where the golf cart will not be able to get to. "We try and use common sense, what's reasonable, what's fair for the protection both of the player and those issues as well as the playing of a major championship".
