It happened around 10:30 p.m.in Baytown, about 26 miles east of Houston, when an officer patrolling an apartment complex saw the 45-year-old woman, whom he knew, and discovered she had outstanding warrants, police said.
The video, which was shared on Facebook and Snapchat messenger, shows the woman fighting with the Baytown police officer, according to KHOU. The officer deployed his Taser on the woman, but, as he was trying to handcuff her, she apparently got hold of the device and used it on him. At least one person can be seen watching from a yard. "You're actually harassing me". Turner is described as having a history of mental illness and may have been pregnant at the time of her death. The stun gun noise is heard again. While on her back, she appears to struggle with the officer, saying "Why?"
He then fired five shots at her, killing her. According to a neighbor of Turner's, she had complained about being harassed by this officer in the past.
Lieutenant Dorris said: "It's a tragic event for everybody involved". "Of course, our hearts go out to the family of the deceased as well as our officer". He was not injured severely enough to be treated at a hospital. That is when an unidentified Baytown officer recognized her from prior encounters.
"The female was able to get the officer's Taser away from him", he said, according to KPRC.
Paid administrative leave is "not a vacation", Dorris said.
The shooting is also being investigated by officials with the Harris County District Attorney's Office.
Residents told KPRC 2 that Turner was a resident of the apartment complex and frequently walked late at night to smoke cigarettes or walk her dogs. "It was a sad situation", Cuellar said. She also revealed that her sister was on medication for schizophrenia.
Although the bystander's video has been circulating on social media and was met with huge backlash, Dorris said the officer's body cam video won't be released just yet as the investigation continues.
"That's extremely disrespectful for everybody involved".
