Abrams told reporters before the council meeting that the USA would seek to advance a resolution as early as this week "calling for the admission of humanitarian aid into Venezuela".
"The transfer of American special forces to Puerto Rico, the landing of USA forces in Colombia and other facts clearly indicate that the Pentagon is reinforcing the grouping of troops in the region in order to overthrow the lawfully elected incumbent president [Nicolas] Maduro".
Brazilian Foreign Minister Ernesto Araujo said cracks already are appearing in Maduro's support among the Venezuelan armed forces, with some 100 desertions during the weekend when the military blocked the entry of humanitarian aid at the borders with Colombia and Brazil.
"Patrushev also appeared to back the repression used by state security forces over the weekend, after four protesters were killed and a further 300 were injured as they attempted to force through US humanitarian aid into the crisis-stricken country".
"We are here today, because of the de facto Russian Federation 's refusal to allow humanitarian aid to enter Venezuela on February 23rd", he explained. The U.S.is using "human shields" to transfer its cargo through a sovereign border in a situation that is reminiscent of 1986 in Nicaragua, when U.S. humanitarian aid turned out to include assistance to the rebels known as the Contras, he added.
On the other side, UN Envoy to Russia Vasily Nebenzya criticized the USA and Britain for freezing $30 billion in oil and banking assets of the Maduro regime. "If the USA were genuinely wishing to help the Venezuelan people then they would operate through United Nations agencies active in Venezuela".
