Under the new mandate, which opponents have vowed to challenge in court, federally funded family planning clinics could no longer refer a patient for abortion and would have to have to maintain a "clear physical and financial separation" between services funded by the government and any organization that provides abortions or referrals for abortions.
The Trump administration issued a final rule on Friday that could effectively cut off tens of millions of federal family planning dollars to Planned Parenthood and steer some of that funding towards anti-abortion, faith-based care providers....
The administration's plan would also prohibit family planning clinics from being housed in the same location as abortion providers.
The Planned Parenthood Action Fund, the group's political advocacy arm, said a "gag rule" in the regulation would prevent Planned Parenthood from referring women to health-care providers that perform abortions. Health and Human Services Department officials have said they were necessary to ensure transparency and the legal and ethical use of taxpayer funds.
"The Title X program was not meant to be a slush fund for abortion businesses like Planned Parenthood, which violently ends the lives of more than 332,000 unborn babies a year and receives nearly $60 million a year in Title X taxpayer dollars", she emphasized. They've also described it as an indirect way to defund Planned Parenthood, which has always been a target of anti-abortion activists as the nation's largest provider of reproductive care services, including abortions.
Congress established the program in 1970 and stated clearly in the legislation that funds couldn't be used to support abortion.
"In many parts of the country Planned Parenthood is the only provider who participates in the program", said Dr. Leana Wen, president of the Planned Parenthood Federation of America.
Title X funds have never been authorized to pay for abortions, Hasstedt said.
The policy was rescinded under President Bill Clinton, and a new rule took effect requiring "nondirective" counseling to include a full range of options for women.
Today's broad-based move against abortion and family planning services is more illustrative of the comprehensively restrictive intentions of this administration and its party.

Friday's announcement was the latest move by President Donald Trump to restrict women's reproductive rights.
"This rule intentionally strikes at the heart of the patient-provider relationship, inserting political ideology into a family planning visit, which will frustrate and ultimately discourage patients from seeking the health care they need", Clare Coleman, head of the National Family Planning & Reproductive Health Association, said in a statement. It also eliminates a "requirement that Title X providers offer abortion counseling and referral". Trump's new regulation would apply the "gag rule" to family planning clinics in the U.S.
"The Protect Life Rule does not cut family planning funding by a single dime, and instead directs tax dollars to entities that provide healthcare to women but do not perform abortions", Dannenfelser said. The group has about 600 affiliated health-care centers used by more than 5 million people a year, according to its website.
